Abstract: This study aimed to establish a performance evaluation system on certain fundamental scientific research activities at the non-profit research institutions in Fujian.The performance management and evaluation would be incorporated into government's supervising operation.To resolve the complexity and uncertainty associated with the performance evaluation,a model consisting of evaluation indices were established.Furthermore,the AHP method was applied to analyze and determine the weight of individual indicators at different levels to facilitate the evaluation process.
